Saruman had that fate because he was an eternal ghost. He was approached by God on the day of his birth about it, while his soul was still remaining in God's clouds of spirit.
'You will be happy, and will live eternally happy, that's what I want for you,' said God to him.
'I will be, I know that,' answered Saruman.
'That's why take this gift from me. It is a horrendous power, most wonderfully it will protect your well-being.'
God submerged the soul of Saruman inside a holy black water.
'This way you will always have your way. Be a ghost forever, friend,' said God and prayed for him.
Saruman thus was born as a banshee already, and was happy with it. And the gift was a powerful one; it allowed him to cross any borders and live without any limitations. From then on, in every of his incarnations, he could always find a road in even the most dangerous or hostile place. Walls he could walk through, and all doors were unblocked for him. He used that gift to the purpose which fueled his whole life: friendship. It was for friendship that he was born, and he traversed all lands always remembering about all the people, aiding them in their fates, and bringing them his love.
